Agent or Target, minion, finder ect...

I've been seeing this man for about a month he's combative angry kind of violent he's swearing in yelling at people normally he'll walk up to a trash can and grab the trash out of it and throw it into the street. Today he's swearing at people that are riding their bikes past I realize you need people out here that blend in he takes it to a whole new level so therefore I'm going to assume that this is actually just at Target you put out here that you have to get rid of. When he first arrived out here I did think he was another undercover agent but as I said he just he's going too far. In the pictures you'll see him at panhandling and getting really close to people asking for a dollar that woman that he's talking to she didn't even Flinch she didn't hesitate it didn't bother her as if she seen him before or she knows him.
