useless city manager

I've been contacting this city manager since 2016 before he was the city manager because he used to be in control of sapd and all the laws if they were breaking I had to contact him what had please officers trying to kill me and guess what he did nothing and what did his staff do they got snarky and rude in my face telling me that wasn't their job. This city's been paying this man for a long time to do nothing he's a criminal and a sociopath
