They sleep on the streets on purpose to watch officers do nothing they pan handle and watch officers do nothing they smoke in non smoking areas and they loiter the officers are flunking their tests.
I am harassed for some of these things i don't pan handle which reminds me that a security guard in Market Square was instructed to lie to me about the definition of pan handling when I asked someone for a cigarette he called it pan handle showing how little he knows about the codes in San Antonio and show he has no moral compass lying to help dirty politicians.
It is not pan handling at all
