minions all across town

I can't clear across town and here are those minions the annoying ones the children that play video games all day long who have the IQ of a 5th Grader .  I refuse to believe that these are citizen-based agents  as I said they have IQ of a 5th Grader  there has to be some requirements when they're filling out the application to become a citizen based agent  like I school diploma would be good .  Some cognitive reasoning some common inability to obey the law and ability to read the Law.
