Suspicious Behavior

 This guy drove speeding by  when he got to the position where the street cams are he shut off his headlights so they couldn't catch his plate there's nothing scary about that . 4 blocks down the street he turn the lights back on again. That's very suspicious Behavior it's very scary if he's so worried about the street cameras getting his license plate what does he intend on doing to me

Not only is it scary his actions he's taken but doesn't it make you wonder how he knows where the street cameras are how does he know how to avoid his plate being recognized by the street cameras? I wonder could it be a police officer or somebody who's been trained about the street cams and how to avoid recognition
