Campers Downtown

Are the campers that are laying all over the city this was at 1900 hours and they were already laying on the sidewalks sleeping. It is the job of sapd and Park police to hand out tickets and make sure to get them out of downtown. The tourist were stepping over top of them including all of the foreign agents that are congregating at the convention center having what they call meetings. How embarrassing for the city officials that all of them have to step over those sleeping homeless and police officers don't seem to want to do their job give them tickets or move them out of the area. I assure you if it was me laying in there I would have a flashlight in my face and handcuffs on
