Starbucks and Whataburger Broadway Street

I just visited the Starbucks and the Whataburger on Broadway Street and their dining rooms are not open people cannot sit down. At the Whataburger they say they don't even know when their dining room will be open because they have not been informed. On Friday when I visited the Whataburger they said that it would be open on Monday and as I said before they were quite confused about operation and don't really know what's happening. It makes it pretty plain and obvious that Governor Abbott does not have control of Texas and he is not reopening this state for business. Nobody seems to be adhering to his reopening of businesses
