Officer A. Flores submitted Sept. 9th 2016

Attention; Captain Randal Smith, Chief McManus, Sheriff Susan Pamerleau, and Mayor Ivy Taylor;
In the attached e-mail that I sent to the San Antonio Fatherhood Campaign you can clearly see that I was trying to share with them information concerning my case and point out the lies they told. Frank Castro Jr. of the SAFC then sent this e-mail to LT James Chlebowski of the Bay City, Michigan Sheriffs department and copied Officer A. Flores of the South Substation of SAPD. Frank Castro Jr. claimed that I was threatening the members of the SAFC and when I conferred with LT. James Chlebowski. He stated "Dawn, I don't see any threat here at all and these men are dangerously close to abusing the system". Officer A. Flores of SAPD clearly did not have as much sense as the lieutenant to see there was not a threat at all because when I arrived in San Antonio, Officer Flores took it upon himself to follow me and take pictures of me while on duty and off duty.

After arriving in San Antonio, Texas from Michigan, I was stalked, terrorized, and harassed by several men all associated with the San Antonio Fatherhood Campaign. One of those men is Officer A. Flores of SAPD South Substation. I have the plates and vehicle description of the personnel vehicle belonging to Officer Flores and I feel Officer Flores and yourself are going to be hard pressed to explain why I would have these. Officer Flores' vehicles were one of many that were chasing me all over the city of San Antonio. He was taking pictures of me and sending them to the members of the SAFC and my ex-husband Gregory J. Marshall. I have had more than one FBI agent tell me that those pictures of myself taken by Officer Flores will never go away as hard as he tries to delete them. The FBI will be able to obtain the proof of them when this case is passed through proper channels and the investigation purses and I promise I will Make sure it does.
In the attached police report written by Officer Samuel Martinez, you will see that the plates and vehicle descriptions he refused to include in my police report assigned to Officer A. Flores of the South Substation. When contacting the Chief's Office to find resolution and justice in this matter, nothing was done.
There are other things Officer A. Flores and Frank Castro Jr. were involved in. No investigations were conducted when I had crimes committed against me involving stolen credit cards, bad checks written in my name, ID theft crimes committed by Gregory J. Marshall of the San Antonio Fatherhood Campaign employee of Frank Castro Jr.
There are also deleted police reports, when going through the chain of command to find why these reports were deleted. I found that there are only three men who delete police reports. Detective Sullivan is one of the three men who is authorized to delete police reports and it is perfectly feasible and highly likely that Officer Flores and or Frank Castro Jr. made a call to Detective Sullivan to have these police reports disappear. I am very thankful I had hard copies of most of the reports that were deleted from SAPD records system. All of the missing reports have one thing in common and that is the San Antonio Fatherhood Campaign. Many of these police reports were full of lies and they were false police reports, some of them were reports concerning the fact that I was being threatened by the members of the San Antonio Fatherhood Campaign. When I spoke with Detective Sullivan of the SAPD records department I heard over and over again in a very sarcastic tone "Our system isn't perfect and these happen". When I talked to Chief McManus face to face he told me that police reports are never deleted and are always there in the system. So if the Chief says this why is detective Sullivan saying something else altogether. I firmly believe this was done as a favor for Frank Castro Jr. and Officer A. Flores.
I talked to Officer Flores on August 31st at 2315 hours and you can bet he then made a call to his friends Frank Castro Jr. and Gregory J. Marshall of the SAFC to inform them that I had called him.
After suffering ten years of abuse and rape from my ex-husband, I would have expected SAPD to help me stay safe from all members of the SAFC. What I have experienced is Officer Flores helping a rapist and a child abuser. He has attacked me and terrorized me and helped his friends to cover up their crimes including rape. I have not seen or spoken to my children in 2 and half years due to SAPD not helping me force the SAFC obey the law and adhere to court orders. Officer Flores, in my opinion, is tainting the reputation of SAPD and ruining the reputation of good Officers who uphold the law and perform, according to their mission statement.



I sent this to all these offices listed at the top and the result of this was hideous and just more examples of the system being abused when Captain Randal Smith decided to have an officer who is the member of the 5400 unit call me. The Officer who called me was very confused as to why he had been instructed to call being that I was attempting to file a complaint against an Officer for misconduct and when Captain Smith attempted to claim that I had some sort of mental condition attacking my character what he was doing was announcing Officer Flores' guilt in this matter. Because had my allegations been false and unfounded these two officers would have said "I don't know what she means", but when they attacked my character and tried so very hard to make me look incompetent this is nothing more than an omission of guilt. I sent the following to all 31 Texas Senators and to Senators Cornyn and Cruz's offices to no prevail.
